HSRC procedure (per ARS 41-862 + SHPO bylaws)
- Quarterly meetings; quorum is 4 of 7 members.
- Each nomination gets staff overview, applicant presentation, public comment, then committee vote.
- Committee may recommend Listing, Listing with revisions, Tabling, or Not Eligible.
- SHPO retains final authority; HSRC vote is advisory and recorded in minutes.
- Meeting notice posted 30 days in advance per Open Meeting Law (ARS 38-431.02).
