The Arizona State Historic Preservation Office (SHPO) has reviewed your tribal housing project submission for the above-referenced undertaking pursuant to Section 106 of the National Historic Preservation Act and its implementing regulations at 36 CFR Part 800.
Project description. SYNTHETIC demonstration record. Tribal housing project submitted by ADOT.
Area of Potential Effects (APE). The APE includes a polygon of approximately 103.33 km² centered at 33.2960°, -111.0450° in Yavapai County, Arizona.
Federal nexus. The APE intersects the following surface management jurisdictions: Private Land (Private); State Trust Land (State); Tonto N.F (USFS).
Flood hazard. The APE intersects FEMA flood zone(s) X, D.
Identified historic properties. The following NRHP-listed or eligible properties lie within or adjacent to the APE:
- Chi'chil Bildagoteel Historic District (NRIS 16000002) — 1.42 km from APE centroid.
- Devil's Canyon Bridge (NRIS 88001681) — 3.71 km from APE centroid.
- Queen Creek Bridge (NRIS 88001679) — 4.12 km from APE centroid.
- Magma Hotel (NRIS 94000981) — 4.73 km from APE centroid.
Section 4(f) considerations. 5 pre-1945 bridge(s) lie within 5 km of the APE; ADOT and FHWA Section 4(f) eligibility should be confirmed prior to construction.

Determination. Based on the foregoing, SHPO concurs with a finding of ADVERSE EFFECT, with stipulations pursuant to 36 CFR 800.5. Stipulations to protect contributing resources during construction shall be incorporated into the project design and monitored by a qualified historic preservation specialist.
This determination is non-final until concurrence is received from all consulting parties. Should the scope of the undertaking change, please resubmit for re-review per 36 CFR 800.13.
