The Arizona State Historic Preservation Office (SHPO) has reviewed your solar generation facility submission for the above-referenced undertaking pursuant to Section 106 of the National Historic Preservation Act and its implementing regulations at 36 CFR Part 800.
Project description. SYNTHETIC demonstration record. Solar generation facility submitted by FHWA via ADOT.
Area of Potential Effects (APE). The APE includes a polygon of approximately 102.32 km² centered at 34.1395°, -110.0540° in Maricopa County, Arizona.
Federal nexus. The APE intersects the following surface management jurisdictions: White Mtn Apache Indian Res. (Indian Lands); Private Land (Private).
Tribal consultation. The APE intersects sovereign tribal land(s): White Mountain Apache Tribe. Concurrent consultation with the appropriate Tribal Historic Preservation Officer(s) is required under 36 CFR 800.2(c)(2)(ii).
Flood hazard. The APE intersects FEMA flood zone(s) X, D.
Identified historic properties. The following NRHP-listed or eligible properties lie within or adjacent to the APE:
- Quinn Cabin (NRIS 100012635) — 6.45 km from APE centroid.
ADOT historic / scenic route(s). Carrizo to Whiteriver to Indian Pines; Holbrook to Springerville to Alpine to State Line Highway; Payson to Show Low Highway and Show Low to McNary to Eagar; Quartzsite to Wickenburg to Phoenix to Globe to Show Low to Springerville.
Determination. Based on the foregoing, SHPO concurs with a finding of ADVERSE EFFECT, with stipulations pursuant to 36 CFR 800.5. Stipulations to protect contributing resources during construction shall be incorporated into the project design and monitored by a qualified historic preservation specialist.
This determination is non-final until concurrence is received from all consulting parties. Should the scope of the undertaking change, please resubmit for re-review per 36 CFR 800.13.
